It's a sketch of Mami tomoe, little miss badass and cute child, I presume?
What I noticed in this piece is that it is a bit flat. A few shading could have helped though.
The eyes don't seem real enough. Anime itself isn't real, but the eyes here look like one huge pupil with a line above. I suggest adding more 'lines' to to surround the eye.
Also, no ears. I'm not saying ears should always be visible, but the 'hair' blocking them seems too stuck and still. Like it's a helmet of some sort. Always try to consider even the smallest of body parts, 'kay?
That twirly hair (don't know the term XD) doesn't look too natural. A few details and shading (again) would've helped.
The legs look a bit rushed and... 'deformed'(?). I highly advise (if you haven't already) to draw the whole body before the clothes. I've made that kind of mistake too.
I like the clothes and torso, though. Looks detailed but without those curves...
Good job, I'd say. Those eyes isn't (IMO) 'Mami Tomoe' enough, but I never watched Puella Magi so why should I care.
